I’m convinced by the argument that crit is better than haste after 4.0.6, which would make it just slightly better itemized than the Seedling Pod. And since hit is better than expertise (up to hitcap, naturally) it’s better than the Quiet Breath as well.

That said, if you’re already capped for both hit and expertise, all other things being equal I’d rate the Red Sky Pendant #3 because more hit or expertise won’t help you in PVE and the crit and mastery will.
