If you are raiding in any way or form, beserkling on your weapon regardless of item level. It's not worth gemming for, but the Seal of Vengeance Glyph gives expertise, and mixing and matching gear with expertise can help optimize your DPS. I can tell you that many Paladins will carry about 12-18 expertise rating in favor of other gear, so it is not uncommon at all for Ret Paladins to short themselves expertise.
